Prolly a drawing/ frame in process, look at the structures behind it, they're not finished. Prolly not for Incident 101A cuz Incident 100A already came out, so it's either for MC11 or Project Nexus. Prolly Nexus cuz for some reason this building just dioesn't look like it belongs in the Madness animation series...
